Does a moral code need to evolve and progress along with society or does it need to be rigid and unchanging?

I think a moral code needs to evolve and here’s why. As technology increases, criminals keep finding new ways to commit crime. So our society’s moral code needs to respond to advances made in criminal activity. Therefore, any moral code that is rigid and unchanging is actually going to do more harm than good. Because it’s going to hinder society’s progress, right?
